Starting July 1, 2025, all residential rental properties in Victoria must meet minimum energy efficiency standards. This includes:  

– Ceiling insulation rated at R5 or above  

– Energy-efficient fixed heaters in the living room  

– Draft-proofing on external doors and windows

Conduct an energy audit now to see where your property stands. Plan for upgrades early to avoid penalties for non-compliance.  

2. Rent Increases Capped and Transparent  

To improve affordability, rent increases are now limited to once every 18 months. The maximum increase is tied to the Consumer Price Index (CPI).

Check your rental agreement and compare proposed rent changes against the CPI index. Ask for clarification if you think the increases are unjustified.

3. Fast-Tracked Bond Disputes via VCAT  

The Victorian Civil and Administrative Tribunal (VCAT) has introduced a new fast-track bond dispute resolution process. Cases must be resolved within 21 days of lodging.

Document all property condition reports and communications. Digital records, such as photos, emails, and inspection checklists, can be very helpful in resolving disputes.  

4. Mandatory Renter Education Program (Pilot)  

The State Government is running a pilot Renter Education Program in suburbs like Hoppers Crossing and Melton. This program aims to help renters understand their rights and responsibilities.
